Reviewing the Declaration of Martial Law

In response to the attack of the Maute Group militants in Marawi City last 23 May 2017, President Rodrigo Duterte, through Proclamation No. 216, declared Martial Law following the clash, citing rebellion as a justification.

Thereafter, both the Senate and House of Representatives issued legislative resolutions in support of the declaration and indicating that there is no need for them to review Martial Law. These statements generated protest from several sectors of society, echoing the fear from the Martial Law during the Marcos Era.

Republic Act 10909: No Shortchanging Act of 2016

Know that it is unlawful for any business establishment to shortchange a customer, even if such change is only of a small amount.

Business establishments that sell goods or provide services may not give the change in any form other than the present currency. Likewise, it is unlawful to ask permission from the consumer to be exempted from the provisions of this law for any reason, including the non-availability of small bills or coins. It is the duty of business establishments to use price tags indicating the exact retail price per unit or service which already includes the taxes applicable to the goods or services being offered. Consumers can file a letter of complaint with the Department of Trade and Industry not later than ten working days after a violation has been committed.
